WEST VIRGINIA SCRAP TIRE BRIEFING SHEET
SB 18, Chapter 20-11.8 , (1991), specifically regulates tires for storage and
disposal. No more then 1,000 tires can be stored unless permitted for storing
a large number. Processors must be permitted and scrap tire transporters must
be registered. Mobile shredders are not required to have a permit. Storage at
processing facilities is limited to one pile of whole tires and no more than
nine piles of shredded tires (pile size: 200 ft. x 50 ft. x 15 ft.)
SB 349 (1995) postoned landfilled ban to June 1, 1996.
Since the landfill ban, the state has seen an increase in illegal dumps. In 2002, the state passed SB 609, making it a felony to store over 1000 tires illegally.
A $5.00 fee, paid at time of vehicle title application, funds the state program.
MAJOR MARKETS
One industrial boiler is conducting trails to determine the viability of
using TDF. A cement kiln applied for a permit to use TDF, but has not yet received
a permit.
