WASHINGTON SCRAP TIRE BRIEFING SHEET
STATE REGULATIONS
HB 1671, the Waste Not Washington Act passed a $1/tire fee on retail sale
of new tires for 5 years. Authorized uses of the money were:
* grants to local governments for removal of tire piles and enforcement;
* information and education;
* marketing studies;
* clean-up contracts by the state;
In 2005 the state Legislature re-established the tire cleanup fund. A $1 per tire fee is collected by state tire dealers, effective July 1, 2005 (sunsets on July 1, 2010). The fees are deposited in the Waste Tire Removal Account for the removal of unauthorized tire piles.
Department of Ecology is ranking the tire piles across the state based on environmental health and safety factors as well as developing a list of qualified contractors. The bill requires licensing ruling haulers. Tire haulers are required to pay $250/year to obtain a carrier license. Haulers must delivery documents of scrap tires under provisions of the current scrap tire law.
MAJOR MARKETS
There is one cement kiln active in Washington, but most tires are being
transported to Oregon to be landfilled.
