VERMONT SCRAP TIRE BRIEFING SHEET
H. 886, which became Act 286 after passage by the General Assembly in June 1990 prohibits the landfilling of tires after January 1, 1992, authorizes a 5% price preference for products containing recycled materials and allows for an even higher price preference if the state entitles who will use the product agree on that amount.

The state Solid Waste Management Program published in 1989 includes specific language addressing scrap tires in the state plan. It requires that funding mechanism for tire recycling be developed by the State. The plan also recommends the state investigate the feasibility of a mobile tire shredding operation for the state and the potential for using rubber asphalt on state roads. Landfills may continue to accept tires if they function as a tire recycling facility of a transfer station, but tires can not be landfilled.

MAJOR MARKETS
Tire chips have been used in place of crushed stone in septic systems and have been used in highway projects as subbase on a secondary road and as slope stabilization on a primary road. Approximately half of the State's scrap tires are used as TDF in Maine.
