SOUTH DAKOTA SCRAP TIRE BRIEFING SHEET
Scrap tire law has been passed and became effective July 1, 1992. Provisions include:

· $0.25/tire per vehicle registration fee (not to exceed $1/vehicle);
· fees to be remitted to state to develop a grant fund for tire recycling and other recycling end uses; and
· waste tire study prepared and submitted to the legislature on January 1, 1993.

Revised solid waste regulations effective October 1994:

· the regulations require general permits for solid waste facilities;
· tire processing and storage facilities would be required to have general permits;
· requires tires to be cut into at least 4 pieces for acceptance in landfills;
· up to 100,000 tires accumulated before removed annually; and
· open burning is prohibited.

MAJOR MARKETS
Otter Tail Power is using TDF, and a second TDF power plant is active.
