SOUTH CAROLINA SCRAP TIRE BRIEFING SHEET

STATE REGULATIONS
SB 388 (HB 3096), South Carolina's Solid Waste Policy and Management Act of 1991 imposes the following provisions:

· establishes a Waste Tire Committee;
· requires each county to include scrap tires in their solid waste management plan;
· places a $2 per tire tax on the sale of new tires;
· funds disbursed by the state tax commission at the rate for $1.50/tire to counties based on the number of vehicles registered in the county for establishing collection, recycling an/or disposal systems for scrap tires;
· balance deposited into a state scrap tire fund for research and development of alternatives to the land disposal of tires;
· owners/operators of scrap tire facilities are required to notify DHEC of their operation; and
· processed tires can be landfilled.

MAJOR MARKETS
Blue Circle Cement is using TDF. Holnam Cement is considering the use of TDF. A cement kiln is active. Civil engineering applications for scrap tires are allowed, and septic fields are presently in use.
