MICHIGAN SCRAP TIRE BRIEFING SHEET
STATE REGULATIONS
P.A. 133 (1990) created Scrap Tire Regulatory Fund. Also established scrap
tire management program requiring regulations on the licensing of collectors,
limitations on hauling tires, and restrictions on the storage and disposal of
scrap tires.
P.A. 148, (1990), set $0.50 fee on vehicle title registration to fund Scrap Tire Regulatory Fund.
Amendments (1992) required financial assurance of haulers, processors.
P.A. 209 (1993) required four-part manifest be used in all scrap tire shipments.
In 2002, the State reauthorized the scrap tire law. Market development, scrap tire cleanup and end user grants are now available on a competitive basis.
Requires owners or operators of waste tire storage sites to maintain a minimum of a $2.50 per tire financial assurance in the form of a cash bond. (Owners or operators of new waste tire storage sites must comply with this requirement prior to operation. Current owners or operators of existing sites have until October 1, 2003, to comply with this requirement, with one exception.)
MAJOR MARKETS
LFC Power Systems (Hilman) is currently using TDF, along with three industrial
boilers and a cement kiln. One manufacturer produces fence posts and mail box
posts. Two ground rubber producers are active. The auto industry is testing
parts containing ground rubber.
