IOWA SCRAP TIRE BRIEFING SHEET

STATE REGULATIONS
House Rule 753, (1989), bans whole tires from landfills effective July 1, 1991.

House File 706, (1991), requires that waste tire haulers be registered and bonded, and that haulers are liable for any costs associated with improper disposal of tires.

House File 2475 (1992) establishes permitting requirements for waste tire storage and processing facilities; establishes and is funding a waste tire collection pilot program; and bans tires collected as a part of the program from landfills.

House File 2433 (1996): Establishes a waste tire management fund to facilitate the elimination of waste tires, and to establish future markets for waste tires;
o Provides grant funds to counties to promote the safe collection and disposal of waste tires at the local level;
o Provides the Iowa Department of Natural Resources (DNR) with funds to award contacts for cleanup and processing of waste tires from existing stock piles;
o Encourages state universities to TDF by providing funds to offset the additional purchase price of TDF as compared to coal on a Btu equivalency basis;
o Provides an annual incentive to tire processors to lower the rates at which the processors sell their recycled products; and
o Requires the DNR to adopt administrative rules which will define beneficial uses of whole or processed waste tires.

MAJOR MARKETS
One cement kiln currently uses TDF as a supplemental fuel. The state of Iowa also uses scrap rubber for certain civil engineering applications.
