CONNECTICUT SCRAP TIRE BRIEFING SHEET

STATE REGULATIONS
Connecticut Department of Environmental Protection has the 1991 state adopted Solid Waste Management Plan. Volume reduction facilities (shredding and resource recovery facilities) and storage facilities for scrap tires must be licensed by the Department of Environmental Protection. Requirements include:

· groundwater protection;
· environmental health and safety provisions;
· emergency planning and a response plan; and
· financial assurance.

The tire fee was repealed, effective July 1, 1997, for each tire commonly used on a motor vehicle (see Conn. Pub. Acts 26, § 64).

Connecticut's Solid Waste Regulations, Section 22a-209-1 - Definitions, defines tires as a "special waste". Special wastes are non-hazardous solid wastes which require special handling procedures at a solid waste disposal facility due to their physical and/or chemical properties. The Solid Waste Regulations, Section 22a-209 - Special Waste Disposal, states additional special considerations that shall be implemented with the permit and operation and management requirements of solid waste disposal areas.


MAJOR MARKETS
Connecticut is the site of the largest dedicated tires-to-energy facility in the US (Exeter Energy in Sterling, CT), with a capacity of more than ten million tires annually. This facility takes tires from throughout the northeast, not just from Connecticut. The state makes some use of retreaded tires for its fleets.
