WASHINGTON, DC – April 16, 2014 – A Colorado House committee will debate a measure on Thursday to reform the state’s waste tire program that has propelled Colorado to have more stockpiled waste tires than any other state.  More than 60 million tires currently sit in two mammoth piles that pose a potential environmental risk should either pile catch fire.

Nearly 25 years ago, more than 1 billion tires were stockpiled while only 11% of waste tires were consumed in an end use market.  Today, only 100 million waste tires are left in piles across the nation and more than 80% of annually generated waste tires are sent to an end use market.

The Rubber Manufacturers Association (RMA) has led efforts across the country to enact environmentally sound and economically efficient waste tire legislation and regulations.  RMA is the national trade association for tire manufacturers that produce tires in the U.S.

“Colorado is unfortunately the worst in the nation in waste tire management,” said Michael Blumenthal, RMA vice president.  “We have been working with legislators, regulators and stakeholders for years to fix this problem.  Finally, we have a proposal that puts Colorado on a path to cleaning up this blight.”

RMA is supporting bipartisan legislation to address Colorado’s waste tire management program.  HB 1352 sponsored by Reps. Max Tyler and Don Coram would put Colorado on a path to cleanup and close the tire landfills, known as monofills; end an inefficient taxpayer subsidy payment to end users of waste tires and; cut the state’s tire fee on new tire purchases from $1.50 to $0.55.

“Experience has proven that state waste tire management problems can be solved with enforcement, active cleanup efforts and the expansion of waste tire markets,” Blumenthal said.  “By closing the tire monofills and eliminating taxpayer subsidies, Colorado can work toward developing more diverse and higher-value markets for waste tires.”

Blumenthal will testify in support of HB 1352 at Thursday’s hearing before the House Transportation and Energy Committee.

“Addressing Colorado’s waste tire problems are long overdue,” Blumenthal said.  “The monofills must be shut down and cleaned up sooner not later.  Any further delay increases the chances that Colorado could suffer an environmental cleanup nightmare if one of the mammoth tire piles were to catch fire.  We look forward to moving this proposal forward and establishing an effective and environmentally sound waste tire program.”

WASHINGTON, DC – March 21, 2014 — As winter snows recede, an epidemic of potholes has broken out across the nation, luring unsuspecting motorists and their vehicles into concrete or asphalt traps  causing damaged wheels, suspensions and tires.

The Rubber Manufacturers Association, the national trade association for tire manufacturers that produce tires in the U.S., is urging motorists to be extra careful to avoid potholes that can ruin tires or jar a vehicle out of alignment.

“Potholes are a driving hazard that can cause significant damage to your vehicle and ruin a tire,” said Dan Zielinski, RMA senior vice president, public affairs.  “Motorists should be extra careful to avoid potholes but if you hit one, you need to have your vehicle and tires checked for damage.”

Potholes can puncture a tire and cause immediate disablement.  Sometimes, pothole damage may not be apparent at first until a motorist notices noise or vibration that indicates internal damage.

“If you notice a change in your vehicle after hitting a pothole, have it inspected immediately,” Zielinski said. “Hitting a pothole can affect wheel alignment. If you notice your car pulling to one side after hitting a pothole, it may indicate an alignment issue.  Failure to address faulty alignment could cause uneven and premature tire wear.”

To help motorists understand the threat potholes pose to tires, RMA has produced a short video, “Tire vs. Pothole” plus a “Tire Care Minute” on alignment and other information to help motorists to Be Tire Smart.

WASHINGTON, D.C., March 20, 2014 –The Rubber Manufacturers Association announced today that Michael Blumenthal, vice president, Environment & Resource Recovery will retire from RMA effective July 11, 2014.  Mr. Blumenthal has led RMA’s scrap tire management effort since 1990.

RMA hired Blumenthal in October 1990 as the Executive Director of RMA’s Scrap Tire Management Council (STMC). At the time, scrap tire stockpiles were identified as a leading solid waste problem in the U.S.  Only 11 percent of all scrap tires went to an end use market while EPA estimated that more than 1 billion scrap tires were in piles. Today, about 85 percent of scrap tires are reused in a market and tire stockpiles have been reduced to slightly more than 100 million tires.

Few viable scrap tire markets existed in the early 1990s and most states were in early phases of developing scrap tire management programs. RMA mounted its effort to address the environmental problems posed by scrap tires through advocacy of state regulations, development of end use markets and stockpile abatement.  RMA also sought to compile and make available pertinent information on scrap tire management, abatement, markets and other research as it became available.

“RMA’s scrap tire management effort has played an enormous role in addressing one of the most serious solid waste issues in the nation,” said Charles Cannon, RMA president and CEO.  “And without a doubt, Michael’s dedication, commitment and hard work have been the epicenter of RMA’s contribution and enormous success.”

Blumenthal has coordinated nearly three dozen national and regional conferences on scrap tire management and spoken at more than 200 trade shows and conferences since 1990.  He also has led RMA activity to address on scrap tire issues along the US/Mexico border since 1995 and was the signatory for the US tire manufacturers commitment in an accord between the US and Mexico.

Among his early successes, Blumenthal played an integral part to help publish numerous studies and reports on scrap tire markets; a report on tire leachate, a comprehensive report on tire derived fuel emissions and a manual that provides an overview of the issues to consider to start a scrap tire business.

Following those initial works, Blumenthal’s efforts helped create the first comprehensive guidelines for the prevention and fighting of scrap tire fires; guidelines for the use of tire shreds in civil engineering applications; ASTM standards for the use of tires in civil engineering applications and tire-derived fuel; the revision of the national fire code for outdoor storage of tire and; the first compendium of definitions used in the scrap tire industry.

“Since I started at RMA, tire manufacturers have been strongly committed to an aggressive and ongoing effort to address a serious environmental issue,” Blumenthal said.  “Representing the industry on this crucial issue for almost a quarter century has been a true honor and pleasure. The progress that has been made from those early days of the industry’s effort through today is a proud accomplishment. Now after 24 years, 48 states and more than 4 million air miles I can also say that it is time to move on.”

WASHINGTON, D.C., March 11, 2014 – Five tire manufacturers were recognized for improvements in worker health and safety at the Rubber Manufacturers Association’s annual meeting today.

RMA’s Safety and Health Improvement Program (SHIP), created in 1981, recognizes member companies that achieve significant enhancements in worker health and safety with awards. The SHIP awards encourage and reward a company’s demonstrated commitment to worker health and safety.

“Safety is RMA members’ top priority for their products and their workplaces,” said Charles Cannon, RMA president and CEO. “We are proud to recognize this commitment to safety.”

Two categories of awards are presented to companies that demonstrate workplace safety improvements, which are measured by the incidence rate for lost workday cases. The “Excellence” category is for facilities that achieve A Days Away Restricted Transfer (DART) rate that is 75 percent better than the average achieved by plants that provided data to RMA.

The “Improvement” award is for plants that achieve a Days Away Restricted Transfer (DART) rate that is both 10 percent better than its rate in the previous year and the same or better than the RMA average incidence rate.
For 2014, five Excellence awards and 11 Improvement Awards were presented.

WASHINGTON, D.C., February 27, 2014 – National Tire Safety Week 2014 will be celebrated June 1-7, according to the Rubber Manufacturers Association (RMA), which announced the dates today.

National Tire Safety Week is an initiative of RMA’s “Be Tire Smart – Play Your PART” program, a year-round effort designed to help drivers learn the simple steps they can take to ensure that their tires are in good working condition. RMA is the national trade association for tire manufacturers.

“National Tire Safety Week is an opportunity for the tire industry to focus its collective efforts to educate motorists about the importance of proper tire care,” said Dan Zielinski, RMA senior vice president.  “Regular tire maintenance is critical to optimizing fuel efficiency, maximizing tire tread life and promoting a safe driving experience.”

Tire manufacturers, retailers and others across the nation will work to educate motorists about proper tire care and maintenance. RMA provides tire retailers, auto dealers and automotive repair shops with free “Be Tire Smart” brochures and other materials. Many participating retail outlets use the opportunity to promote tire care through advertising, promotions, free tire pressure checks and community and media outreach.

More than 20,000 tire dealers, auto dealers and automotive repair shops participated during the 2013 National Tire Safety Week. The annual event is an industry-wide opportunity to discuss basic tire maintenance practices with consumers to help understand how simple steps promote safety, tire longevity and fuel economy.

WASHINGTON, D.C., December 17, 2013 – Tire shipments are expected to increase more than 4 percent in 2013 to 297 million, according to the Rubber Manufacturers Association (RMA).  This represents an increase of 12 million units compared with 2012.

In 2014, RMA expects demand for 302 million total tire shipments, an increase of nearly 2 percent compared with 2013.  A declining unemployment rate, a rebound in housing, increases in vehicle sales and vehicle miles traveled, as well as other macroeconomic factors are expected to account for the 2014 increase.

  • Original Equipment (OE) Passenger Tires:  Passenger OE tire shipments for 2013 are anticipated to be 43 million units, a nearly 3 million unit increase over 2012.  This reflects expected sales of 15.5 million light vehicles for 2013, approximately 1 million vehicles more than in 2012.  Demand for OE tire shipments is anticipated to increase approximately 1.5 million units in 2014 as light vehicle sales are expected to approach 16 million units.
  • Original Equipment Light Truck (LT) Tires:  Light truck OE tire shipments for 2013 are projected to be 4.5 million units, an approximate 5 percent increase over 2012, reflecting improved domestic vehicle production using LT tires as well as stronger growth in housing and construction. Demand for tires in this category is forecast to grow by approximately 2 percent in 2014 to 4.6 million units as the economy continues to expand.
  • Original Equipment Medium/Wide-Base/Heavy On-Highway Commercial Truck Tires: Commercial OE tire shipments should decrease in 2013 by 4 percent to about 4.9 million units. A decrease in demand for commercial trucks and trailers accounts for fewer shipments.  However, new truck demand is expected to rebound in 2014, boosting demand for tires by approximately 5 percent to nearly 5.1 million units.
  • Replacement Passenger Tires:  Increases in vehicle miles driven and registered vehicles triggered a boost in 2013 replacement passenger tire shipments to an expected 200 million units, a nearly 5 percent increase or 9 million units compared with 2012.  For 2014, continued improvement of economic conditions coupled with lower fuel prices should slightly increase demand for passenger replacement tires by 2 million units or 1 percent.
  • Replacement Light Truck (LT) TiresReplacement LT tire shipments are expected to be 29 million in 2013, an increase of 800,000 units or about 3 percent.  A further increase in demand of nearly 2 percent or 600,000 units is forecast for 2014 as the economy gains additional momentum.
  • Replacement Medium/Wide-Base/Heavy On-Highway Commercial Truck Tires:  This segment  is expected to decline by nearly 2 percent to 15.9 million in 2013 as a driver shortage has limited truck utilization.  However, an approximate 300,000 unit increase in demand or 2 percent is anticipated in 2014 as truck tonnage and manufacturing continue to grow.

WASHINGTON, D.C., October 1, 2013 – The Rubber Manufacturers Association (RMA) today announced that it has elected Pete Selleck to serve as the organization’s Chairman of the Board of Directors. Selleck is chairman and president of Michelin North America, Inc.

The RMA is the national trade association for manufacturers that make tires in the U.S.

Selleck succeeds Roy Armes, chairman, president and CEO of Cooper Tire and Rubber Company, who served as RMA Board Chairman since 2011.

“We are excited to have Pete aboard as the new RMA Board Chairman,” said Charles A. Cannon, RMA president and CEO. “I am confident that the Board and RMA’s membership will be well-served by Pete’s strong leadership skills over the next two years.”

Cannon continued, “We also are very grateful to Roy Armes, who has devoted significant time, attention and energy to RMA to help our industry navigate important policy issues.”

At Michelin, Selleck is responsible for the coordination of all operations of the Michelin Group in North America, consisting of 19 major manufacturing facilities, 22,000 employees and annual revenues in 2012 of $10.76 billion. His 31-year career with the company has included roles ranging from plant manager to president of Michelin’s worldwide Truck Tire business.

“In addition to addressing the many regulatory and legislative issues impacting the U.S. tire industry, the RMA has a strong record of pro-safety advocacy and education, and solid achievements in environmental stewardship,” said Selleck. “It’s a privilege to lead the organization and its members to continue to strengthen our industry and positively impact those we serve.”

Selleck assumes the RMA Board Chairman role on October 1 to serve a two-year term.

The Scrap Tire Work group is comprised of EPA officials, state scrap tire regulators, scrap tire companies and national trade associations. The Work Group discusses salient scrap tire matters and works together to resolve obstacles impeding end use markets for scrap tire-derived materials. The Work Group has assisted EPA to develop supportive position on tire derived fuel (TDF), produced a DVD on tire-derived aggregate and is currently working on a FAQ document for tire-derived aggregate.  There is no fee to attend the Scrap Tire Work Group meeting, which also will be held at the Doubletree Hotel.

WASHINGTON, D.C.June 3, 2013 - Anew national survey finds that only one in six US drivers is “tire smart” when it comes to checking tire pressure – a quick and simple step that can optimize vehicle safety and fuel economy and helps tires last longer.

The survey also found that women are less likely to be “tire smart” than men, and that younger drivers (18-39) are less likely to know basic tire care compared to older (60+) drivers.

The Rubber Manufacturers Association (RMA), which represents tire manufacturers in the U.S., conducted the survey to gauge motorists’ awareness about proper tire maintenance. Significant differences exist between men and women and also between younger and older drivers.

Release of the survey coincides with the RMA-sponsored “National Tire Safety Week,” an initiative within the group’s Be Tire Smart – Play Your PART consumer tire care education program.

Men are more likely than women to be “tire smart,” according to the survey. About 20 percent of men and 14 percent of women are considered “tire smart.” The survey identifies “tire smart” drivers as those who know to check tire pressure monthly; know to check tires when they are cold (before driving) and; know where to find the correct inflation pressure for their vehicle’s tires – a tire information label on the driver’s door or door jamb or in the owner’s manual.

A more stark difference exists between generations. Twenty-seven percent of drivers aged 60 and older are “tire smart” while only 8 percent of drivers 18-39 know the basic tips for properly checking tire pressure.

Under inflated tires pose a safety risk, waste fuel and cause premature tire wear. According to the National Highway Traffic Safety Administration (NHTSA), motor vehicle crashes involving tires contribute to 195 fatalities annually. The U.S. Department of Energy estimates that properly inflated tires can save about 11 cents a gallon at today’s gas prices.

RMA urges motorists to Be Tire Smart – Play Your PART.

Pressure: Check tire pressure monthly with a tire gauge and inflate to vehicle manufacturer’s recommended pressure.
Alignment: Misalignment of wheels can cause uneven and rapid tread-wear.
Rotation: Rotate tires every 5,000 to 8,000 miles to help you achieve more uniform wear.
Tread: Advanced and unusual wear can reduce the ability of tread to grip the road in adverse conditions.

WASHINGTON, D.C., April 3, 2013 – Legislation to prohibit the sale of unsafe used tires that are readily available and pose a significant risk to motorists is advancing in the Florida Legislature.

SB 1588 is supported by the Rubber Manufacturers Association (RMA), the national trade organization for tire manufacturers, which says that businesses should not be permitted to offer tires that are worn out, damaged or exhibit other unsafe conditions. Another bill, HB 485, was recently amended and it now conforms to SB 1588. Each bill has been passed unanimously by a committee in its respective chamber.Both bills identify conditions that identify an unsafe used tire.

“If enacted, this legislation will help improve highway and motorist safety in Florida by addressing the sale of unsafe used tires,” said Dan Zielinski, RMA senior vice president. “Safety is the highest priority for the tire industry and we fully support this legislation.”

To demonstrate the problem and availability of unsafe used tires, RMA and its members purchased several examples of unsafe used tires from Florida used tire stores. Each tire exhibited one or more conditions that are clearly unsafe: worn out, visible damage to the tread or other portions of a tire or; improperly repaired.

“Unsafe used tires are readily available for sale across the nation,” Zielinski said. “Any used tire is a risky proposition since it’s impossible to know the service history of a tire used by someone else. But some businesses are compounding that problem by selling tires that anyone in the tire business should know are dangerous.”

RMA obtained tires that were bald; had significant damage; or had punctures that were improperly repaired or not repaired at all.

Tires worn to 2/32nds of an inch are considered bald and are dangerous. Such tires no longer provide sufficient grip on the road, particularly under wet conditions. Tires with damage exposing steel belts or other internal components threaten a tire’s structural integrity. Improperly repaired tires can suffer loss of inflation pressure or have hidden damage that may contribute to tire failure.

“We are working to educate policymakers and consumers about the dangers of unsafe used tires and will advocate state laws to prohibit the sale of used tires with conditions that pose a significant motorist safety risk,” Zielinski said. “Consumers may think used tires are a bargain but saving a few dollars isn’t worth the risk if your choice includes a worn out or damaged tire.”

RMA published an information bulletin on used tires several years ago. The group is currently advocating unsafe used tire legislation in Florida and Texas.
